The industrial complex for production of steel structures OOO “Kliver” was created based on the steel fabrication yard of OOO "LUKOIL- Kaliningradmorneft".

The decision to build the yard was made in December 1992 in connection with need of manufacturing of steel structures for the needs of the oil industry in the Kaliningrad region, Russia and the prospect of the development of offshore oil field "Kravtsovskoye" in the Baltic Sea. Business cooperation with the British company TNS during the same time reinforced these intentions and a year and a half later - Sept. 1, 1994 on the bank of the channel, linking the ports of Kaliningrad with the Baltic Sea, a new steel construction yard appeared.

In September 2012 the yard was withdrawn from the OOO "LUKOIL -Kaliningradmorneft " and received a new name - OOO “Kliver”.

In addition to proximity to the sea, the yard has other transportation advantages:
- highway Kaliningrad - Svetly;
- railway connecting with a federal railway line Kaliningrad - Station "Baltic Forest" ;
- own sea berth, having the status of an international port ;
- own crawler cranes 300 t capacity; experience in the use of crawler crane 800 t capacity; ability to attract marine cranes.
